Portable Mortgages and Madison, NJ Inventory: What the MOVE Act Could Mean for Homeowners

Many homeowners in Madison, NJ locked in mortgage rates between roughly 2.25% and 2.75%, and that low rate is one of the biggest reasons inventory stays tight. Moving today means replacing that loan at a rate closer to 6.5%. Proposed federal legislation, the MOVE Act, would let homeowners carry their existing mortgage to a new property. Here is the math behind it, and what it could mean for Madison.

How Much More Does a New Mortgage Cost Today?

On a $1,000,000 mortgage at 2.75%, principal and interest run about $4,100 a month. At 6.5%, the same loan runs about $6,300 a month, more than $2,000 a month higher, or over 50% more.

Over a full 30-year term, the gap widens. The 2.75% loan generates roughly $470,000 in total interest. The 6.5% loan generates roughly $1,275,000. That is about $800,000 more on the same principal.

That difference is why so many homeowners stay put. Several of our former clients have told us directly they would list their homes if they could take their mortgage with them. Some are exploring additions or construction loans instead, investing in the homes they already love.

What Is the MOVE Act?

The MOVE Act, introduced by a New Jersey congressman, would allow homeowners to port their existing mortgage to a new home.

The central question is operational rather than political. Most residential mortgages are packaged into mortgage-backed securities and sold to Fannie Mae or Freddie Mac. Once a loan is bundled into a security, pulling it out and continuing it at its original rate raises accounting and risk management questions that would need to be solved first.

After the bill's introduction, our estimate of its chances moved from roughly 50-50 to about 10%, based on how much practical work remains. Smart people may well find a solution, and we will be watching closely.

Would Portable Mortgages Help First-Time Buyers?

The main beneficiaries would be existing homeowners with low rates. First-time buyers would benefit more gradually. If trade-up buyers list their current homes, those properties become available at more accessible price points, and more homes on the market is good news for people starting out.

The effect would build over time rather than all at once. It would also vary by region. In Austin and Dallas-Fort Worth, where new construction already created ample supply, portable mortgages would add speed to a moving market. In commuter corridors like Morris County, where inventory reflects geography and a single train line into Manhattan, the effect would likely be more measured.

Should Madison Sellers Wait for the MOVE Act?

The current market is already producing strong results. Madison has about 14 homes listed for sale right now. The town recorded 180 to 190 sales a year in the mid-2000s, compared with roughly 120 to 130 in recent years. Active listings that once regularly reached 38 have stayed at or below 20 this year.

When homes are priced correctly, they move fast. A home listed on a Thursday routinely reaches a highest-and-best deadline by the following Tuesday. One listing this year drew 41 offers. Another received 20 offers and sold 49% over asking.

For well-prepared homes, strong outcomes are available today, with or without a policy change.

What Happens If It Passes

If portable mortgage legislation passes, we would reach out to our past clients by phone, email, and mail, especially those who have told us they would consider trading up if they could keep their rate. A change like this would open many new conversations about trading up in town or moving out of the area.

The Takeaway

The financial incentive to keep a low rate is real and measurable. Whether the securities system can adapt to portable mortgages remains to be seen. In the meantime, Madison homeowners have clear numbers to work with and a market that rewards good preparation.
